A New Quality Standard for Philippines Biodiesel
PHILIPPINES - The Department of Energy has issued a new circular revising the quality standard (QS) specifications for biofuels, primarily with the kick-off of higher blends for biodiesel and the mandatory introduction of ethanol as blend to gasoline by February 2009.The Department Circular has detailed out the updated standards for coco methyl ester (CME) and fatty acid methyl ester (FAME) that will be blended to traditional diesel products that shall be sold at the pumps.
According to the Manilla Bulletin, the updating of biofiuels standards is in keeping with the provisions of Republic Act 9367, otherwise known as the Biofuels Act.
The news agency says that by next year, the blend of CME to diesel will already be increased to 2.0 percent; while ethanol blend to gasoline is mandated at 5.0 percent, though most of the players have gone ahead in implementing the E10 (10 percent ethanol) blend.
For biodiesel, the revised Circular noted that starting on the policy’s effectivity, "only CME conforming to PNS/DOE QS 002:2007 shall be manufactured, sold, offered for sale, dispensed or introduced into commerce as biodiesel in the Philippines."
